Reform and development of the civil service is one of the central priorities on the Georgian Government’s agenda. Civil Service Bureau has already identified main directions and sectoral development plans to implement the reform. The fundamental stance of the civil service reform has been established based on extensive research of international experience and practice, analysis of the existing situation, expert recommendations and political consultations.
Civil Service reform philosophy adopts fundamental terrains of the New Public Management and aims to replace existing neoclassical system with new public management elements. The emphasis is being made on a shift from existing platform to effective and flexible management system and increased quality of public service. The underlying principle of the approach is the adoption of flexible and capable management and decentralization of human resources management systems in the civil service.
